Recently, the final decision-making process of the EU Commission concerning anti-dumping and anti-subsidies procedures initiated against the import of Chinese truck tyres has taken place. On 22nd October 2018, the EU Commission officially announced its final decision referring to the anti-dumping investigation with the Implementing Regulation (EU) 2018/1579.

This came into force as of 23rd October 2018 with immediate effect and replaced the preliminary measures, which had been initiated beforehand. It is to be valid for five years. There are fixed tariffs between 42.73 and 61.76 euros (depending on manufacturer/grouping) per tyre being imported from China. The manufacturers/importers are to receive a credit or offsetting for the difference concerning the previously applicable preliminary anti-dumping measures.

Furthermore, the Commission took a decision on the suggested ant-subsidies tariffs on 22nd October. According to the BRV (German Tyre Retailer and Vulcanization Trade Association), the result is to be officially announced at the beginning of November. This decision, however, is not meant to have an impact on the level of the instituted import tariffs, as they are based on the damage caused by imports. Instead it will fix the division of import tariffs into their proportion of dumping and subsidies. According to information from the BRV, the Chinese manufacturers/importers will only have the possibility to take legal proceedings against the institution of import tariffs at the European level. According to general assessment, such a procedure is supposed to have only limited opportunities.

The BRV and BIPAVER, the European Retreading Association, are both of the opinion that the decision of the EU Commission stands for an important step with regard to securing and re-establishing the competitiveness of the retreading industry. It will not only enormously contribute to the recycling economy in the tyre business, but also increase the economy and ecology in the transportation industry.

When looking at the communicated registration figures the first edition seems to turn into a superlative industry event in 2018. According to responsible trade fair people, all the key players were already on board for 2018. After important key players of the industry had already expressed their support for the event in the framework of the campaign “We are taking part” in May, the list of participants seemed to have grown considerably nearly a year later.

Wdk: Tyre manufacturers will have to cope with decrease in turnover of 6.2 per cent

After the first six months of the year 2016, the German rubber industry noticed a decrease in turnover of 2.2 per cent. According to wdk (Organisation of German Manufacturers of Tyres and Technical Elastomers Products), the tyre manufacturers’ turnover fell by 6.2 per cent. In spite of higher sales figures for TEE (Technische Elastomer Erzeugnisse – Technical Elastomers Products) production decreased in German tyre plants and in TEE locations. While manufacturers of TEE were able to look back at a slightly positive business development in the first half of 2016, there was a decrease in turnover for tyre manufacturers in the same period. This was not only caused by low sales prices resulting from falling raw material costs.
